I'm guessing idealized forms of beauty at the time.
You see the same phenomenon nowadays too, except with some different standard idealized templates being in vogue instead. (Just look at how many Zooey Deschanel/Chris Hemsworth clones there are in Hollywood. Take a step back, and it's sameface everywhere.)

Your eyes don't deceive you, this is The Sistine Madonna by Raphael. There are obscured cherubim in the background and commonly you will see reproductions of the detail of the two cherubim at the bottom.

Another idea could be that artists were drawing live models, but since babies didn't want to stand still for too long, they had to use some midgets.
