I've never seen an enemy jungler do that, I get the complete opposite. The enemy jungler stops doing camps in favor of just running straight from base back to my lane, as many times as it takes. It's ridiculous.

Top lane ranged adcs work until they stop working, usually its a strong very early lead until the usual top lane bruiser can just walk up to you and your health evaporates. Also also ganks are ez co ur a single target trigger happy bunny against most two champs that in all likelyhood can take a few hits and be absoloutley fine.
Meanwhile vayne scaling for free.
