These principals and teachers need to start the process of transferring their credentials out of state. It can take some time. They may have to retake some tests but in the end it is worth it to be fully credentialed in union states where they will have more protections. There are more rural and suburban areas in CA, OR, and WA. They should also check out RI, MN and CO. Avoid AZ and NV as well as LA and FL. I'm credentialed in three states. Not taking any chances.
The superintendent should take a look at what has been happening in Mississippi , over a 10 year period, rather than fire people based on one year test scores.
I work in a Texas school. PHONES are a big reason the kids don't participate. Our school has a "all phones should be powered off during class" rule, but it is nearly impossible to enforce. The kids get indignant if you try to. We need to go back to books and assignments on paper. It will help with reading, writing, and problem solving. Those are all areas where the kids struggle.
Parents had the opportunity to get school vouchers so their kids could attend schools that could better prepare their children for college. The teachers unions and teachers did everything they could to defeat the school vouchers in Texas and elsewhere. Which goes to show you that many of these teachers and principal just thinking about themselves enough the future of the kids. The school vouchers would allow their kids to attend either public or private school of their choosing.
I would be ok with other school systems if the TEA would assess them . See OHIO in 2010-14 for what happens when anyone can open a school and receive state funding.
How much are the vouchers worth? How much is private school? In GA a voucher system is being proposed but the vouchers are worth $6500 per year and the average cost of private school is $12k per year.
The scores should not be blamed totally on principals and teachers.

Let me try to understand this. Parents WANT crappy schools? They want the same old bad schools? They want kids to be dumb and not graduate?

NOW PRINCIPALS WILL MAKE TEACHERS LIVES MISERABLE.
They should look themselves in the mirror, and say "Who is really to blame" a.) Themselves b.) teachers c.)principal or d.) none of the above.
So now the cheating scores will come pouring in now.

Private schools don't take standardized tests. We don't know if they are better or not.
Education should not be privatized. That puts education in the hands of business leaders and no one else gets a voice.
