Well, there is a reason of why, sealed and fanless Industrial computers exist, if you really need some computer around your construction site or in your office at the mine, you should probably invest a little and buy the industrial version of the computer you require, it really helps
The RAM alone could explain the difference and I couldn't see in the other video if that Pentium 4 had hyperthreading like this one has, but that could also be a reason.

They can run windows 10 believe it or not. I have 2 that do. Recommend and SSD and 4gb DDR2 RAM.

Probably not a bad idea indeed. At least I didn't had to remove the current one but still that had it's best time for sure.
its not good to clean with a vaccum cleaner as it generates lot of static electricity which may harm the components
