It's in the same family of policies as Japan's Asian Energy Transition Initiative to provide these nations with advanced power plants to replace old inefficient coal burners. Smaller developing nations have complained that decarbonization rules are asking them to cut their economic output, so this provides them with the means to produce energy much more efficiently and meet carbon cutting goals without sacrificing growth.
