I think it’s more of Sagat not being truly evil. After his ‘loss’ against Ryu, he thought vengeance and hatred would grant him the necessary motivation to be a better warrior but then he realises he needed something else. His goals never really aligned with Bison’s.
For what I can sense about this fight and these characters, Sagat has less moves that hits REALLY hard, and Joe has more flair, more moves and their moves are faster and more stylish, but can't beat theraw power of Sagat's moves, mostly because of his size, speed and reach. If they were add official lore to both characters and make them fight for real, That would be Season Finale material and it would go for anyone... Joe Higashi is MC material, though...
I'm not saying Joe isn't good but the fight shouldn't have been that close. Sagat is the best kickboxer there is. Joe is trying to get to his level but won't cause he's not a killer.
