There is a "store" to get apps on Roku, but it's not the Google Play Store. It's just Roku's own App Store for various streaming apps like Netflix, Hulu, RUclips, and tons of other TV and Movie streaming apps.
You can purchase the lowest tier of RUclips TV or a couple other services like for locals if you can't get them with an antenna. Also many local channels have free apps on Roku, where you will find their news programs and locally produced content. But those apps won't have the primetime shows like dramas, comedies, soaps, etc.
Simplicity Defined on screen. Confusion defined with trying to determine the differences between the names... Roku 3, Roku 4, Roku Ultra, Roku LT, Roku 4k+. Roku Guess Which Model This Is, Roku whatever.. Also too many sticks. Basically all these companies (Amazon, etc) need to update and simplify the terminology.

No not usually, unless your local affiliates have an app for Roku that you can watch on.
