It's not a lazy animation, the style is relaxed, like many 80s and 90s shounen that were meant to be taken as light hearted worlds, the roundness, softness, and playful style was meant to attract younger audience, take example of Dragon ball, Dr Slump, shin chan, cyborg kurochan etc etc. it's all deliberate.

One episode of Pokemon was pulled because of a scene where Ash is held at gunpoint that was too hard to edit out.
