It was easier to setup shop to sell drugs in those other cities as LA was locked down with too many gangs and too many dealers fighting over turf and there was too many empty places around to go get dope from LA and sell dope in other cities. Wrong! They didn't spread out over the country because of the 3-Strikes law. The 3-Strikes law wasn't inacted until 1994. We were spreading out over the United States in the mid-80's, almost 10 years before the 3-Strikes law was passed. BJ is correct about it being the drug trade that was the catalyst for the mass expansion.
