I mean it depends on which club u play too. I played for bayern and signed foden but just after two weeks he stopped growing and reached potential at just 89. But at city he growed 94 and in real madrid he grew 92. I don't know its might be game problem
Wait until the end of the first season or January 2023 You will find regen players in free agent Make sure sign the most expensive one (if you had enough budget)
