I see. They wrote themselves into a corner with him story wise, because the NYC stage is clearly after a big event in the cinematic story mode takes place. Without another stage for Alex to be featured in as he's currently localized to NYC they couldn't have him fighting there with everything busted because chronologically it wouldn't have made sense. Thus we have his current story mode limited to the training stage.
Alex's father had a best friend and I believe military comrade named Tom. Alex's father died and Tom took custody of taking care of Alex. Patricia is Tom's daughter.
