A truly dreadful pirate who was always getting caught.

The last of his grog was just out of reach.

But everyone he asked replied, "I'll never sail with you!".

He lost both his boots and hat to a shark.
He followed the chart 'til, at last, he saw,
The gleam of a far-off shore.
The trail led him to a cave,
Silent as the grave.
Bill stood gaping at what he saw,
A hoard of treasure piled from roof to floor!

Bosun Bill stuffed treasure into his sack,
He loaded up the boat, but he heard a mighty crack.
He'd taken too much plunder when he should have kept it light,
The raft and all the gold sank out of sight...

To this day, he's trapped on the island still,

I think you're thinking of Grogg Mayles. Grogg was a really badass pirate and did a lot of cool things and he has a song ingame about him!
As an island hopper myself (making it to pirate legend just by picking stuff up from islands I stop at) this just hits different. Being plundered by others while just having a few things on me. Bosun Bill is exactly who I am.
Legend has it he's still on that island.

they should add a Chest Of Weight as a new cursed chest. visibly made of solid gold, so heavy you can't jump or swim and it sinks in water, as well as, of course, damaging rowboats to carry and if you place it on your ship it have a chance to cause a hole in the hull.
Or when on your ship acts like a ballast ball and lowers your boat
