Of course, the answer is that the rate of inflation is well above the reported number.
India has an inflation rate of 6% and commerical interest rate of 12-15%. The only reason Western countries can hike just over inflation is due to them being able to offload their debt to other countries, supply chain, being able to raise money in the global market, etc. If the interest rates are lowered, in countries like India, Russia, there is a high risk of non performing debt that banks, state entities will end up holding. That will result in sale of state entities which is politically not desirable in these countries.
