...IT'S... NOT... THAT... SIMPLE... Any good multi-track music editor should let you take sound clips and rearrange and pitch them, then merge and export. It's long and difficult. Then you'd have to pair it up with repeated video clips in any video editor that can do that. I can't be much more specific than that without giving you an INCREDIBLY long intro to music development-type programs.
