I don't know about Bitcoin core. What I can tell you is that using a VPN goes against the purpose of TOR. Tor is a distributed anonymous network whereas VPN is a single point of entry and exit and you need to authenticate to it.

TOR browser limits you to only the browser aspect, anything else isn’t secure. Tails EVERYTHING IS SECURE
