I must agree, he might not . . . no. He was most certainly not perfect. But who is?
Especially if you consider his circumstances, most of the citique is only reasonable if you'd assume him to have todays knowledge.
It is always easy to look back and blame people for things that wouldnt be done the same way today, though if you live in a time were it is normal to act that way, how would you know it is wrong?

Tsar Nicholas II and Wilhelm II tried their best to prevent the Austrian attack to Serbia. They made up a compromise that would be fair for all. But the german ministers waited straight 12 hours before they delivered the message. It was told late, Nicholas told his generals and ministers to stop Russian mobilization, they didn’t listen and went on.

Wilhelm II was a fool who was incompetent which led to Otto von Bismarck being dismissed and the German Empire to fall.
Wilhelm I build up the German Empire with Otto von Bismarck and they were responsible for the glory that the German Empire obtained.
As a result I acknowledge him as the Emperor but also a person incapable of strategizing and committing to Realpolitik.
My lesson from him is that one should not let the incompetent rise to power or your fascinating new player in Europe may end smaller or even worse since that was not the last time we were led by idiots, the loss of Prussia and Silesia. Further on we managed to split Germany into 2 afterwards and till this day, Germany is paying for the actions it's predecessor Government.
I don't condone Wilhelm the Second and I consider Otto von Bismarck the Last Prosperity of the German Empire.
Germany having to pay till this day for the actions of our ancestors is acceptable n my opinion but to make us responsible is now taboo because descendants are not to blame for their ancestors crimes.
I liked the Imperial Aristocracy under Bismarck but after he left, the system fell and died in shame
