It's difficult being an f2p player, cases can save money by storing bullets, meds, and stims. Every player i killed always had a case because i can't find extra bullets for their guns in their pockets, rig, or backpack. Unlike me if i die, i loose just about 100% of all my stuff. ;-;
In S3 you can do missions to get the permits, S4 grants these missions again to get the other faction permits(example: if S3 you choose the Famas then in S4 you can choose the Groza)

Remember the good times before S4 when 9x39mm were so cheap that SP6 was 200 per round and 7N9 is only slightly more expensive than that.

sometimes the groza takes 3-5 business days to deliver damage despite the ammo level used. but i guess its a network issue at some point so ya.
