Great explanation Andrew. A follow-up explaining the graphics pipeline would be great. Also, maybe little bit about the tools we use to measure frame times, such as OCAT and Fraps. They tend to measure frame times very early in the graphics pipeline well before the driver and the OS, and often they show a significant amount it slop that cannot be felt that drastically in game. Methods like FCAT I think do a better job at portraying what the end users feels as far as frame latency is concerned , but the not realistic for most reviewers to use.
I have a problem. After updating my PC from 1080p to 1440p I have HIGH FRAMETIME while playing ANY film or tv series on ANY media player. Usually, the number is about 40ms. Always feels like it has constant micro stutters. Yet on video games the FrameTime is good - about 8ms. I don’t understand what is the reason of such thing. I have a PC of almost 2000€ and can’t watch movies! That sucks. It doesn’t matter what changes I do in VCL it’s still the same. Nowhere on internet I can’t find a proper answer.
Okay so how do I fix this issue it’s bugging me. I’m running a 4080 super with Ryzen 7800x3d and playing hitman max out graphics with rt and im getting a consistent 70fps and 13-16 frame time but it literally feels like it’s stuttering. Anyone know what’s going on here?
Got it. But what can cause those stutters? CPU? GPU? I read on the forum that one guy had stutters with high end PC without having his components be fully loaded...

No one has offered a solution to getting better frame times and consistent ms.

So nzxt replace my MB then my GPU messed up 2 days after and they replace that too lmO

Probably low ram.
I got a brand new computer and have this issue it cost me 7k and im having fucking issues like this

CPU bottlenecking is the obvious problem. Secondly, if you have decent hardware. It could be the game/itself to blame.
