Draw a bigger circle first and draw smaller circle in such a way that it look like moon. You’ll have to adjust the center and size of the smaller circle based on the desired size you want.

@@aniket9743 yes, it can. But in either cases paper balls will remain same as paper will get tough after its gets dry. And balloons won’t stick to paper after it gets dry
If you are using cold drink bottles, make sure to use led lights running on battery. Otherwise it will melt the lights and bottle due to hit and it can catch fire as well. Be careful.

That is fevicol water. Add some fevicol in water and mix it well. Then use cuttings of paper ., dip it and stick to balloons 🎈

Isiliye paper chipakaya he ballons pe…agar ballons k hawa nikal jati he or ballons fat bhi jate he to bhi paper se shape bana rahega….don’t worry.
