Boy, just the title is a hard pill to swallow. A verbal "no thanks" is much easier to convince yourself that it's not going anywhere (whatever it may be), than a "well, maybe they are just busy/stressed/shy", where it's easy to wonder.
It’s kind of tricky depending on the person and situation. Yes it is true that non verbal cues can be seen as a no and you don’t have to justify yourself. Because when you justify yourself you are not setting up boundaries for yourself. Another reason why it is tricky is because it stems in background such as how they grew up and it is a matter of habit. It can stem from a lot of conclusions.
