Can you place the bees to the side of the queen or do they have to be over her. It makes sense that they didn't leave the box because they were used to it and the queen was still technically in there with them.
Thanks so much for the great question. I like to place them over the queen because they won't move to the queen and break their cluster in the package if the weather turns cold. I've installed packages during snow and they will survive a cold snap if you invert them over the queen.
I learned a new way of releasing packages. Packages always have dead bees in them, when you DON'T WANT in the hive. So, put you queen in the hive and put th lid on. Then get a board of any kind, an angle it in front of of the hive from the ground to the entrance. Then empty all the bees on the board and they will walk up into the time, leaving behind all the dead bees.
