I've tried making bootable media with both diskpart and Rufus - but multiple hardware platforms just won't see the media as bootable - any suggestions?

Hello, sorry to hear that this isn't working.
I'm told that tools like Rufus and diskpart can change things in the ISO when writing it to the USB.
The XenServer installation ISO must be written to the USB as is without changing the bytes at all. I believe Rufus has a DD mode that might achieve this. I'm not familiar with the diskpart tool, but it may well have a parameter that does the same thing.
On Linux, you can use the dd tool to create the bootable USB with no problems.
