To this day I don't understand this position. Yeah, Raiden kills a fuckton of people. But Who are these people, for the most part? People who have, directly or not, supported a genocidal maniac. Some were indeed at the wrong place at the wrong time (Raiden definitely has some blood on his hands), but even those wouldn't have been touched if others (and not Raiden) didn't start the whole mess. Raiden is the representation of a soldier who, involved in a war, ends up using violence on other human beings. But he didn't start the War, he wasn't the one planning to plunge Earth in even greater violence. His "Justice" may be biased, completely fake or whatever. But he has the moral highground anyway. It's a tale as old as time, and more important than ever given the current world politics: "Violence is terrible and cruel, but avoidint to use it because of your ethics while someone else use it on the innocents doesn't mean anything, you are simply allowing the violence to happen while closing your eyes". To believe unironically that Raiden is wrong is missing the entire point of the ending.

Peace has value when it's a situation that allows you to be happy, or at least contempt, with what you have. People FIGHT for Peace, they don't just obtain it. It's 120% about Armstrong with 20% margin of error. The tracks used for each boss is to tell their story since there's no room to see from their perspective in game.

Raiden was the perfect man to Armstrong, and he could see that deep inside his subconscious, Raiden agreed with his philosophy. He sort of comes to terms with his potential death, but feels at ease knowing that Raiden will thrive off his spilled blood.

I think the problem is that Raiden in some ways ends up adopting some of Armstrong's positions in the ending. Armstrong's stated positions, you see, are empty. He is like a chatbot that has been filled with fox news jargon. He uses a lot of high minded inspirational language, but he doesn't mean a lick of it. He only really believes in using his strength (mostly built up from money which he turns into military strength- like nano machines) in order to bully others into following his will. A might makes right attitude... which isn't too surprising giving his name is extremely on the nose. Raidn, in comparison, is aimless. He is a former child soldier that doesn't quite know what to do with himself. He finds Armstrong's operation as a fine excuse to let his "Jack the Ripper" out. He actively enjoys using the skills he has built up. You don't get Platinum style combos unless you enjoy it and like getting fancy with it. Anyway, Raiden has a different driving force, but he ultimately does the same thing Armstrong did- he dressed his desires up in a nice suit, and he decided to go around with an army of child soldiers. You can try to dress up his move as trying to help the kids that will need expensive cybernetic bodies... but that is just arguing "who can judge the right from wrong" and saying that "nobody (on his side) is to blame"
Actually maybe instead of Armstrong's theme maybe it can be Raiden's theme because in the song says "I carved my own path", thats what Raiden said to Sundowner, Raiden have chosen his way but the cyber kids didn't.
