In the British police's defence, they were not looking at the context of the argument and simply attempting to move the man for his own safety. They are there to protect the public. If the man complied, he could have told the officer what happened with the woman putting the flag in his face and his rights being breached and asked for the police to speak to her afterwards, the police would have understood.
