I find on mobile (Android/Chrome tested) while the emulator displays as you demonstrated (ie horizontally scrollable size) - on the actual device there is simply an "Open link" which does not work. On Tablet (Apple/Chrome tested) a fixed image of page-1 of the pdf is displayed.... not the embedded scrollable document. Is this actually possible to find a responsive design that actually works? Thoughts?
Here is an easy way (tested) : I use jet engine but you can use ACF it doesn't matter. 1) You create a simple custom text field 2) Then you connect it via the dynamic tag option in Elementor to the HTML field 3) That's it. Then you just need to fill in the correct pdf link and type the code from the video

The perfect responsive design would take lots of budget to perfect - but recommendations would be using VH, VW and % for content placement.

Yup, often PDFs default to that. You have to click an option at the top to get rid of the sidebar.

Convert your pdf into an image and add your logo etc.
add #toolbar=0 in the data attribute after your pdf file
