I heard that it is permissible to rebel or remove "disobedient,fasiq, injustice muslim rulers if we are certain thst by removing any problems won't be caused and we can replace the same ruler with another one who is religious. As for your question, then what you have heard is incorrect, for during the end of the Salaf, they unanimously agreed that we should not rebel against any Muslim leader, only blasphemous leaders if all the conditions of not leading to a greater evil are met. What you mentioned also goes against the principle outlined in the Ḥadīth reported by Imām Muslim, where the Prophet Muḥammad ﷺ said that listen and obey the ruler, even if he strikes your back and takes your wealth.
