It actually has nothing to do with the earth being flat. Both the flat earth model and the heliocentric model depict this characteristic of the sun's movements through the sky well. It represents the summer and winter solstices, the point that the sun reaches its farthest point north and south respectively. I'm not sure, but the clock's sun may operate in a way that it positions itself accordingly to the time of the year that the sun would be at between those representations of the tropics and the equator.
