From what I've seen you can prevent a war if you don't let the relationships between different clans worsen much. And if you sent Patrols to the border with a good speaking skill, then the chance of the relationship improving is a lot higher (as well as Kittypets etc. joining you)
Yeah, I mean you can go to war if you like, but it's better if you fight a war intentionally, then get caught up against your will. It's surprisingly hard to come by game play tips beyond the basics. So far there's no way to influence a pair to have kittens/get pregnant , right?
Maybe mediating? I find when I mediate cats a lot and their love is high they are constantly in nursery 😅 including when they are retired and then they die from birthing yay 😅

(btw, the war didn't do anything, and i was lucky! hope it goes the same with you if you get a war..)
