It's a small visual bug at best if not just intended behavior.
The stun is always based on Poppy's position, not the enemy she is taking with her and Poppy was not hitting the tower (she has a small hitbox).
It's a miscalculation of a few pixels.

@@SiMeGamer I always thought that the stun is based on whenever the target hit a wall or not. I suppose that's how it's meant to work but it shouldn't.
Also the towers hitbox don't match the visual the visual + plates which makes visibility in this situation extremely bad.
