I still believe that Idaho, even it doesn't have may cities or roads, have beautiful scenery that connect with other scenic areas (Oregon, Washington, Montana, Colorado). But it's always better to have all of them in order to have a complete map you can travel in all directions and the diversity of what you see across it is stunning
It's strange that Idaho is rated worst (( Colorado and Washington is better of course, but Idaho is very beautiful. On release without adjacent states there was problem with routes, but now it's just great.
Washington is my favorite DLC. Because it is the third DLC at was released and it has held up so well. Montana is my second favorite due to the mountains.

You can buy any DLC you want, you can travel there by using ferry / garage travel / quick travel / teleportation feature
