네가 is pronounced like 니가 most of the time. The Korean language, much like the English language evolved over the years and so new pronounciations are made from words. It's a non-formal way of saying "you are." In other words, Psy is saying that "you are a champion" so everyone can just stop fighting about the nonexistent racism in this song.
One thing I really dig about PSY is his humour...I have watched several of his videos and they are quite funny! Gangnam Style is known to be humourous but yet his other previous videos are as well....I think he was able to break into a global market without really trying with his Gangnam style is cus he just does what he likes without trying to make himself into something that he is not....

The ㅣcharacter makes a more 'ee' sound, which is why it can be confusing even for korean people to see. When i first heard the song back in the day i thought it was 니가, not 네가.

I just checked korean lyrics and he says 네가 (nega) but it's different from 2NE1's 내가 (naega). 네가 = You. 내가 = I.
