DOB only works in Cass of Same Marks, if your marks are maximum then DOB doesn't apply here. DOB is the last parameter to differentiate between two aspirants and this applies only in case of the same Marks.
Suppose Rohan with DOB 12-2 -1998 and Sohan with DOB 11-4-1993 both have scored 122.40 Marks from the EWS category and only one of them has to be selected then SOHAN will be given the Chance rather than ROHAN.
NOW, the 2nd case : If Sachin with DOB 11-4-2000 has scored 130 Marks, more than ROHAN and SOHAN then SACHIN WILL BE SELECTED for the last seat.
Now 3rd case : IF cutoff is 110. Five people have got the same mark 110, suppose RAHUL, RAVI, ROHIT, RAJA AND RANJJET all have the same score then the oldest person would be selected and that will be the CUTOFF Date of Birth 👏.
