For the HOA towing story: The Tow Truck on its own has no jurisdiction to remove or police any vehicles in any way for any reason. It must act only on request by a property owner or the government. Tow trucks can monitor an area but proper signage stating this MUST be in place. And if a car gets towed that was legally parked the towing company can face fines of up to $25,000 and revoke the tow company's license to tow vehicles. So contact the police and have them contact the HOA and towing company to provide all documentation that proves that your car was illegally parked.
I'd have reported the Illegally Parked Car stolen and the Thieves were the Towing Company and HOA Board... Then I'd have called a Lawyer to Sue the Towing Company for the Illegal Tow and the HOA Board for failure to Legally Post the Parking Rules...I'd be going for at least $25,000.00 in Damages (Actual and Punitive) from each entity in the Lawsuit...
If you want to be really mean you sue each member of the board individually. That way not the HOA aka all the residents have to pay the fine but each one. That way you get em where it really hurts, in their own wallet. And to top it all off put a lien on their homes so they can't sell. If they start acting funny threaten to execute the lien, evict them and foreclose the home. since they then are no longer owners of a home they have no business being in a home Owners association let alone the board.

And as they say, ignorance of the law is no excuse. OP and gf should have known they needed to move the vehicle every couple of days. Most places, though, they would likely get a ticket first, then if it still wasn't moved as directed, then they would be towed.
3rd story on the 'Card Declined issue'; if swiped/chipped her card too many times the issuer will place a hold on said card as a suspicious activity with the card. The user must call the issuer to release the hold. Willing to bet it was INFs.
the hoa parking issue: i would sue, seeing that pam/karen doesn't have time to respond appropriately. hoa seem to be really ridiculous and there is not enough money on the planet to get me to buy anything in a hoa area. seems like too many of them have screws loose.

That woman obviously stole the card why else she refused to do anything about to fix it. They needed to check her ideas part of the process to ensure that there was no theft.
I would have checked with the county in the HOA story and find out if it really is HOA owned road or if it is a public road because the HOA would be fined.
I think she was using someone else's government issued card or stole it. She didn't know the pin number and it kept getting rejected. Cause if it was me I would be calling right away to see why the card kept getting declined

HOA story: I imagine a threat of being taken to court over the lack of clear rules and signage could have had something to do with it. And most states REQUIRE HOA's to provide the CC&R's to any and all residents, not just the owners. Most have them online. States also have governing bodies that regulate HOA's. They don't want those guys nosing around in their books.
File a lawsuit. That'll get the HOA's attention. You either pay us $10,000 or the proper documentation. Many states require this documentation to be available to any member.
