God, I want to cry. I was struggling so much with this and I couldn't figure it out to save my life. Everything I read didn't explain it in a way I could understand but then I came across this video. Im a student in vietnam and we started with this during grade 4 and im not very gud at maths unfortunately
I was procrastinating all year and missed this (That's really dumb to do when you have extended classes) and I'm studying for finals! I thought I'd fail, but now with this video, I'm WAY more confident! Tysm!

what if it was a negative base to a negative exponent? Would the base still be a negative number?

well you can try it out:
-3^-2 (original expression)
1/-3^2 (reciprocal)
keep in mind that a negative in a reciprocal stays the same, since the meaning of a reciprocal is a number that you can multiply the original by to get one. so the base will stay the same. now you can keep solving the equation:
1/-3*-3 = 1/9
and that's your answer, so yes, you keep the base negative if you have a negative base, although you'll get the same answer if you don't.

Here is a formula [x to the negative x equals x to the positive and then didvide by whatever that is squared] for example (3 to the negative 2 equals, 3² which is 9 and then divide by 9² which is 81 which gets you 1.111 ) simpler 3-²=3²/3³
