In Japan people are still wearing masks in all public places. It's not mandatory by any means, but it's a social etiquette in Japan, since the start of the pandemic.
Japan have been wearing masks for decades, when you live in a city with a population density of 16,000 people sq/mi wearing a mask is for general hygiene instead of just one virus. Its just common courtesy to wear it in a train, bus, elevator etc. You think you've seen crowds before but not at the level Tokyo has during peak hours. I've seen them wear it back in the 80s, it even used to be a fashion statement but it's more of a general hygiene thing.
