Dynamic explicit doesn't conflict with static loading. The formulations differ as the dynamic method uses mass and damping components also. Whereas, static use only the stiffness component to solve the FEA.
It looks like a discrete element problem. You can not do that in ABAQUS based on my knowledge. ABAQUS supports some discrete element modeling but it will be a sphere, not any other shapes. You may use PFC or YADE based on your convenience for discrete element modeling.

Yes. Generally one should use geostatic then soils step for slope stability analysis.
Does it mean I can use the dynamic explicit to do the geostatic? It is too hard to converge when use Morh-Coulomb soil.
With frictional soil convergence will be an issue. Try putting some cohesion.
Please the cohesion value used ,100 as in 0.1kPa?
Yes. A nominal value to avoid zero cohesion warning.
