So if you want them alpha ordered, you need to enter them that way when creating the custom list. When editing the list later you can insert new items anywhere within the existing list.
If you go back to the Edit Custom Lists button, does your list show under Custom Lists? If not, try adding it again. Also, go to File > Options > Advanced. In the Editing Options section make sure "Enable fill handle and cell drag-and-drop" is checked.
