I'm sorry that it hasn't worked out for you, that sucks. I'm afraid of needles, so I've been on gel from day 1, and a lot of people told me not to, and that it wouldn't work, or that it would take longer to start any changes. It's been great, and not any different from the changes you'd expect from shots. I think it's so weird that it works so differently for different people.
I know the doseage works super differently for gel than for shots, but may I ask what dose you have?

I was using two pumps of the gel and for injections I do .2mL every week. I inject way less than most people.

I’m a biological male and my testosterone levels are 39 and I’m 43. I just started the testosterone therapy and my urologist said not to start with injections which is what I wanted to do due to the effectiveness and it’s the cheapest of all the treatments. He wanted for me to do the gel because he said i was young. I’m 43 freaking years old and I’m not getting any younger ffs. He said if I started injection then there would be no hope for me to produce testosterone naturally in the future. It’s sucks having testosterone as low as mine. Severe depression, fatigue, no motivation, no sexual desire, etc. I’m tired of feeling like this so we will see how this gel works. I’m prescribed 4 pumps on both shoulders. Talk about a 💩ton of alcohol, jesus christ! 😆.

I switched from shots to gel. Took a lot of upping my dose in the past year. I maxed the dose for gel to 6 pumps and my levels are in the 600/700s which is what they were when I was on shots. Definitely feel you on the white residue and itchiness. I heavily need to moisturize and switch arms. I know variables exist due to highly variable organ that is skin. The same reason why some people get acne some don’t, some develop skin cancers some don’t...etc. I’m trying the gel and if at any point my levels drop significantly I’ll be pursuing the testosterone pellet. It gets put in every couple/few months and maintains a more stable dosage.

Yeah I've talked to a few people now who said they do six or seven pumps of this a day. I'm not sure that would be better for me than shots. Two pumps already was really messy and I don't really want to take a bath in this stuff. Who knows. I've gone back to shots and maybe I'll try again in the future. I don't really have needle phobia. It was more I just don't like poking myself with a needle.

Not sure what your kind of shots you're doing, but I found switching from IM to SubQ very painless.

I doubt that matters, but I'm not a doctor and I'm on injections.

My experience with the testosterone cream was similar. Levels too low, shark week, etc.
