There is a point system and you have to join matches, do tasks and potentially survive the round in order to increase it You can see them underneath your icon near the timer and the highest number will be the killer unless they go afk
You have to have the highest amount of points to become the monster, you will get 1 point if you participate in a match and get 2 points if you win a match, you will lose all your points once you become the monster
Completing a set of map tasks (solo and double only) also increases your chance. However, this only works once, and completing a second objective only gives you coins, rather than increasing your chance
