lmfao its because you have a low end system, the game has to render 2x the frames to add the camera shake. turn down your graphics

Use cars with a good combination of armor and handling like the Fox, Armored truck, GT Blaze (BR3), DX Turbo, Giant or Mammoth. Use 1/2(rememeber the Fox has 4 gun slots)Energy Ray Gun/s for the Tumblers and 2 Fuel-Air Rocket launchers for the Generators and the Overlord.
It is much easier to avoid the Overlord if as soon as its cutscene ends you destroy the mortars at the back. Then after the boss blasts his laser onto you, (which you can simply escape, besides of it dealing minimum damage)he must take air, use this chance to launch as many Fuel-Air Rockets as you can onto his fan, and boom! He's dead. Hope this helps you! :)
