Sonic wouldn’t remember the events of 06, so I wonder if he sees this city and just thinks this is an apocalypse they haven’t gotten to yet

Sonic does remember the events of ‘06 at least somewhat, judging by his reaction in the final cutscene of ‘06 it’s implied that some lingering memories remain. Whether he remembers the places or events themselves we just don’t know, the only two people who have any remaining remnants of what once was ‘06s timeline are Sonic and Elise since they were both present to destroy Solaris/The Flame of Disaster together. Mephiles in Shadow Generations doesn’t count since he isn’t a part of the normal timeline, he’s a relic of the old one crawling it’s way back into our new one.
If the Shadow Generations tie-in manga is anything to go by, Mephiles was brought here by Black Doom to test Shadow, and was offered a chance at restoring himself to the timeline if he could beat Shadow. Granted the Shadow he fought in the manga is a pre SA2 Shadow, one immediately after Maria’s death before he made it to Earth in the escape pod.

If you end up falling to the lower path prior to Red Star Ring #5, you can take the Grind Rail next to Chao 3 backwards to get it.

Believe it or not, no. I also struggled getting the first red ring there. I did eventually get it, but it was more difficult getting that compared to the other red rings in this level, at least for me.

If you have difficulties S ranking a generations stage, that's crazy. Literally the easiest S rank of all games.

To get a S Rank easily, just complete the level with a decent time without dying, it's not that hard. Also you can equip Skills to make it more fun and least difficult.
