This shows how Katniss’ mental state deteriorates as she watches people she cares about die, metaphorically or literally, one by one, until there’s nothing left. All Katniss ever wanted was to keep Prim alive, & she couldn’t save her. Nobody comes out of war unchanged.
In the end, Katniss and Peeta were like a therapy couple. Katniss was left scarred from the games, and with serious PTSD after the war. She suffered many mental illness from all her experiences at the age of FREAKING 16-17. Peeta was left scarred from the games aswell, but even worse from his torture in the capital. They are both hurt permanently, and that will never change, but both of them are able to help the other get back up on their feet, and not lying on the floor like a lifeless rag doll. They will never fully recover, but without the other, they would have never survived. This is just one of the ways that shows how cruel the Capitol and the war was, leaving two innocent teenagers scarred and broken in ways that can’t be amended

Even though it was Snow who tortured and brainwashed Peeta, he was ultimately able to be brought back. Coin killed the single most important person to Katniss, Primrose Everdeen. So the arrow in Coin's heart was it's own form of vengeance.
