I think you could buy small ziploc bags. You can find them at craft stores or even Target. They are about the size of a tea bag, so it could work! Great idea!
I really love this idea! Though is there a way that you can do this with loose tea? I want to have a tea party for my birthday and I would love to use this idea. Only problem is I've already decided on a loose leaf tea for the tea party.

cristinaH0215 They are papers from Crate Paper, but unfortunately they are quite a few years old. They might have something similar now, though! :)
