I can't say for the German DDs, since I don't play DD at all, but I know that the HE was said to be sub-par. Now they look really potent, this might bring some diversity in DD population, as for now we have mainly Japanese, Euro... Swedish and French ones.

I usually try to build for both torpedo & main battery, and for high tier DDs, BFT only shaves of a few 0.x seconds off the reload that I also don't consider substantial enough to invest in. As for AFT, I don't think they lack effective range

A buff?... I wasn't paying attention. That might explain how I suddenly got 4 kills in a match in my Z-23 and have gotten a couple 100k+ games....! (I never got that)

I disagree. Their HE being able to penetrate 32 mm is a massive advantage that currently only the Japanese gunboat line could really make work. This is a baked-in IFHE for them, and I don't think it's overstating that it renders the ships quite strong. But let's agree to disagree :)
@@TheSailingRobin The thing is, HE DPM is really lacking on the german DDs (can't really compare with Japanese gunboats which are pretty much cruisers in disguise). Sure it's nice to pen BB noses and stuff, but it's not enough to make germans competitive.
