We can't describe Otto in words. You have to play the game, learn about him more in visual novels and manga, and judge what he actually is after you finished chapter 28.
3 step of grows 1.recognize righteous and evil 2.recognize there is no pure righteous or evil things 3.Do the thing that u believe, whether it's evil or justice. And took responsibility for whatever your decision caused.
Otto is really the prefect demonstration of consistency. On the positive side, Otto never turns back on his goal to revive Kallen, being able to strive through 500 years without hesitation is incredible NGL. As for the negatives, almost all captains can agree that Otto's will had turned into obsession, and it is this obsession that harmed dozens.

Just as how it was narrated he was the greatest villain and the world's greatest fool/clown as he fooled his allies, his enemies, his family, as well as the world and it's natural law and order. Many captain's hate him but as another man, his dedication of 500 years for the one woman he loved, deserves utmost respect. Farewell Otto the captain's (probably) most hated overseer and most respected man and the best ever villain in honkaiverse

Otto is a man of sheer will and conviction. Do we hate him for his actions? No shit, we all want to stuff our fist deep into that face. But in that fist lies a deep respect. We respect him for being the one who shouldered the ungodly sins that will be the spark to the survival of his world. Farewell, the greatest clown of Hoyoverse.
I feel like the way we view Otto is like how the Covenant views Master Chief. Hated, but respected as well. "Your people used to call him Demon. Was that an insult, or a compliment?" -Spartan Locke "An insult to be sure, but one with a modicum of respect" -Arbiter Thel 'Vadamee
Otto, the greatest clown, the actor who fooled everybody around him and even the world above them. In the 500 years Otto spent to reach his goal, every single loss, every single victory, every single moment of happiness and bitterness, painful remorse and moments of determination, all of them was planned by Otto. Our victory became his victory, and we couldn’t stop that. Truly, the greatest fool, and that title acts as both a condemnation and as a sign of respect towards the most selfish man to ever exist in the history of the world.
Imo, Kallen is just as guilty as Otto when it comes to old Schicksal, obsessed over her Kaslana oath, she forsake her own ideals for others, chased after the shadows of her father, she left the world without having changed anything. Unlike Siegfried who threw away his oath in the Second Eruption and left Welt to save the world, Kallen could not do the same and decided to die as her last act of revolt against the tyrannical world that was seemingly too powerful for her. In a sense, she tried to gain a victory in defeat, “Dying to win and risking death to win, are completely different” - Gojo Satoru of course this quote is ironic in itself that Gojo was telling Megumi to fight selfish, but point is, one should struggle until they die, not die in their struggle. Even then, what would have Kallen’s death proved? did she prayed for a saviour that would take her place? or did she just gave up? As we all know, Otto is the one who led the revolution and overthrew the corrupted Schicksal, but if Otto wasn’t there, who would have? Unwilling to be used, unwilling to compromise, she would rather die with her oath than throw it away so more can live. The oath itself is selflessness, but obsessing over it is contradicting the oath itself. GGZ Kallen was made to realize this, that her death would have not saved anyone, and thus fled with Hokushin Mei, Fu Hua and Otto. In addition, her death is the thing that caused Otto’s downward spiral, had she ran away with him, we wouldve gotten an Otto similiar to the Priest in chapter 11 where Bronya visits one of the BU. Can’t blame either of them though, Otto was raised in a malicious enviroment and Kallen was raised near her righteous father, The former never fully believed in ethics in the first place, kept it more like a conscience instead of a faith, and the other was obsessed with justice.
Aizen tried to change the world on what it should be by killing the soul king(failed) Madara tried to give everyone in the world an eternal happy dream for peace(failed) Otto created different worlds/timelines just for his childhood friend(Success) Lesson: The World/Humanity doesn't want to be saved, Let it perishᗜˬᗜ
The Valkyries really potrait heroism , selfless act like they all goddess, angels in this Story and on the other side we have The guy that so selfish yet felt so Human , Otto , A Fool Human that only care about the most important person in his life and just his selfish goal .

Even after all he did, I still wished for him to have at least gotten to be with Kallen again, even just for a little while.

Otto is the victim of people who think they are right. Like when he and his Valkyries were fully convinced to be right. In reality, no one is right.
I don't hate nor like him, but I respect him.
I hope they did theresa chapter about her though of otto after she did find out that otto is dead.
