It would depend on who's potential he most has considering he's a mix of multiple DNAs. It would basically come down to who's potential is the most dominant in his DNA. But I agree. It would be pretty crazy if he managed to figure out Goku and Frieza's potentials and learn from it.
Ultra Instinct isn't exclusive to Goku or Saiyans. If Whis wanted he could start training Frieza to attain it as well. The thing about Ultra Instinct is that it makes transforming completely unnecessary. It's supposed to just put the user in full auto mode at the highest possible level of fighting.
