Every device that's connected to the internet, should NOT necessarily require an unique public ip for communication. If so the internet would have run out of ipv4 address years ago and we have say good bye to ipv4 and start to think about ipv6. But that's not what happens really still we use ipv4.
For instance if you are connecting to the internet through a router with NAT enabled (like in slt broadband), many devices can communicate with the internet using a single public ip which is the router's public dynamic ip assigned by the ISP after a successful (PPP/PPPoE) PAP/CHAP authentication.
So that you might ask that how a server (eg : facebook) identifies you in the internet. Basically this is achieved by using NAT(Network Address Translation) by binding the TCP/IP source port numbers to the private ip addresses (192.168.X.X / 10.X.X.X / 172.16.X.X) of the devices in the local network. This process is done at the router.
For example
(Device's Private IP) --> (Random TCP/IP Port Number generated by the router).
192.168.1.20 --> 4345
The router stores this binding.
Then whenever a packet is sent to the router's public ip from the internet, it checks (the NAT translations) for the destination port number(ie 4345) and rewrite the packet and send it to the corresponding device with the corresponding private ip by referring the router's ARP entries.
When a packet leaves the router which is originated from a device in the local network, router rewrites the packet's source ip with the routers public ip (ie - 112.23.34.21) and the TCP/IP port with a random source port number which is locally unique.
Theoretically approximately 60 000 devices can surf the internet with only one public ip however this is practically in-achievable due to high resource usage at the router. All SLT ADSL users in our country use NAT to surf the web.
