That is more myth than factual, BCCI started getting uber rich from early 2000s onwards when they started giving broadcasting rights to private broadcasters, Sachin was there since 1990, major money would flow from 2000 onwards.
But in reality cricket exploded in india because of that 1983 victory not really because of Sachin, although Sachin's role can't be denied either.

1987 world cup had bigger attendance & more successful than any world cup before even bigger than 1992 world cup of 90s which Sachin played.
