Leaving aside the fact the Ukrainian army was in poor shape in 2014 to fight the rebels (BTW. they were not separatists - they only wanted a just Ukraine). The arms they used came from defecting Ukrainian soldiers. Many of them came from the Donbas and took their weapons with them; from Switzerland (allegedly) and from captured Ukrainian supplies. Russian involvement was secondary.

The removal of two generals involved in procurement is the clue to the Shoigu conundrum.
I can only conclude that the war is settling into a stable phase. This is the tume to effect big changes: remove corruption that was known but couldn't be removed earlier, streamline the economics of war into the rest of the economy and push Shoigu up to a higher strategic office. If anything, these moves tell us that the Russians are very confident in how the war is progressing and can shuffle chairs and upset budding fiefs. This feels very different to the runup to the Wagner standoff.

FORMER DPR VOLUNTEER Militia are fully integrated within RF Military and are NOT "conscripted". Integrated former Wagner Formations are referrerd to a Concordia, especially when working alongsude Akhmat Forces, Chechen VOLUNTEERS... Such is the actual diversity within the RF.
The DPR conscripted many men at the start of the war... This is well known...
