    Thr police should stop doing raids and instead give the workers licenses, make sure the workers are paid better and get medical insurance, and the profits should go to conservation efforts while dendrologists oversee for remarkable specimens or at the very least take records. The landowner doing nothing should not get paid unless the amoint they jave already been oaid go towards the debt the workers would have for buying the land. The workers should be the landowners.

      You missed the part about the landowner doing nothing, the price gouging doesn't help the workers, the government has corrupt raids rather than pay for the workers licenses and doing everything ethically with dendrologists getting access to specimens for study
